DOHA (National Times) Representatives of Afghanistan\u2019s Taliban government began meetings on Sunday with UN officials as they attended talks in Doha with special envoys to the Central Asian country for the first time, a UN spokesperson said.<\/p>\n\n\n\n
The two-day, UN-hosted meeting in Qatar is the third of its kind in the gas-rich emirate in just over a year but the first to include Taliban authorities who seized power in Afghanistan in 2021.<\/p>\n\n\n\n
\u201cPreparatory discussions have begun with the UN meeting separately with many of the special envoys in attendance and with the Taliban representatives,\u201d the UN spokesperson, who asked not to be named, told AFP.<\/p>\n\n\n\n
UN officials and over 20 envoys, including the US special representative to Afghanistan, were expected to meet with the Taliban government\u2019s delegation led by spokesman Zabihullah Mujahid.<\/p>\n\n\n\n
The talks in Doha were due to discuss increasing engagement with Afghanistan and a more coordinated response to the country, including economic issues and counter-narcotics efforts.<\/p>\n\n\n\n
In the aftermath of the Taliban\u2019s return to power, the international community has grappled with its approach to Afghanistan\u2019s new rulers.<\/p>\n\n\n\n
The Taliban government in Kabul has not been officially recognised by any other government since it took power and the administration has imposed a strict interpretation of Islam, with women subjected to laws characterised by the UN as \u201cgender apartheid\u201d.<\/p>\n\n\n\n
The Taliban authorities had been excluded from the first round of UN talks in May 2023 and declined to attend the second round in February, demanding that their delegation be the only Afghan representatives.<\/p>\n\n\n\n
In a push to include Taliban government representatives, that condition has been met with the exclusion of civil society groups which will meet with representatives on Tuesday instead.<\/p>\n\n\n\n
Ahead of the UN event, Taliban foreign ministry official Zakir Jalaly on Sunday maintained that any meetings taking place after Monday were \u201cunrelated\u201d to the official agenda.<\/p>\n\n\n\n
The sidelining of civil society organisations has provoked outcry among the groups, including women\u2019s rights activists.<\/p>\n\n\n\n
\u201cCaving into the Taliban\u2019s conditions to secure their participation in the talks would risk legitimising their gender-based institutionalised system of oppression,\u201d head of Amnesty International Agnes Callamard said in a statement ahead of the talks.<\/p>\n\n\n\n
Yesterday, Mujahid told a Kabul news conference that Taliban authorities \u201cacknowledge the issues about women\u201d, but asserted they were \u201cAfghanistan\u2019s issues\u201d to solve.<\/p>\n\n\n\n
Hameed Hakimi, an Afghanistan expert, told AFP the international community was \u201cgenuinely\u201d concerned over women\u2019s rights and the role of civil society in the country.<\/p>\n\n\n\n
But he explained that international policy makers, \u201cwhile accepting the Taliban are not perfect players in the game, also recognise that there is this gap that has not been filled by the Afghans themselves\u201d.<\/p>\n\n\n\n
In recent years, many governments, international organisations and aid agencies cut off or severely scaled back their funding to Afghanistan in response to the Taliban authorities\u2019 return to power \u2014 dealing a serious blow to the already struggling economy.<\/p>\n\n\n\n
\u201cOn the one hand, there\u2019s a humanitarian situation that requires funding, on the other hand you can\u2019t alleviate the humanitarian situation without the political engagement,\u201d the Britain-based, Chatham House specialist explained.<\/p>\n\n\n\n
