{"id":129903,"date":"2026-07-23T20:55:40","date_gmt":"2026-07-23T15:55:40","guid":{"rendered":"https:\/\/nationaltimes.pk\/eng\/?p=129903"},"modified":"2026-07-23T20:55:46","modified_gmt":"2026-07-23T15:55:46","slug":"pakistan-disappointed-with-eu-report-on-gsp-compliance-issues-says-it-understates-reforms","status":"publish","type":"post","link":"https:\/\/nationaltimes.pk\/eng\/2026\/129903\/","title":{"rendered":"Pakistan &#8216;disappointed&#8217; with EU report on GSP+ compliance issues, says it understates reforms"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ISLAMABAD(National Times)- Pakistan on Thursday expressed \u201cdisappointment\u201d with the European Union\u2019s (EU)\u00a0<a href=\"https:\/\/www.dawn.com\/news\/2015939\">recent report<\/a>\u00a0that pointed out issues in Pakistan\u2019s compliance with its commitments under the Generalised Scheme of Preferences Plus (GSP+).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report was issued last week as part of the European Commission\u2019s global assessment of the GSP during the 2023-2025 period. It said Pakistan had \u201cregressed in a number of areas while positive change was limited\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responding to a query during a weekly press briefing on Thursday, Foreign Office (FO) spokesperson Tahir Andrabi appreciated the report\u2019s \u201cacknowledgement of Pakistan\u2019s legislative progress\u201d and its continued compliance with 27 international conventions under the GSP+.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNevertheless, I would be remiss if I do not express disappointment with the assessment, with the report\u2019s overall narrative which does not present sufficiently balanced pictures of Pakistan\u2019s performance,\u201d Andrabi added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the EU report \u201cunderstates the breadth of reforms undertaken since Pakistan joined GSP+ in 2014\u201d and \u201cplaces disproportionate emphasis on the lower-than-desired progress in a few areas\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the FO spokesman affirmed that GSP+ remained \u201ccentral to Pakistan\u2019s economic relationship with the EU, supporting exports, employment, women\u2019s economic participation, poverty reduction and broader economic development\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He observed that GSP+ was a \u201cmutually beneficial arrangement in that aspect\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will remain constructively engaged with the European Commission and other EU institutions and remain committed to the effective implementation of international conventions underpinning the GSP framework,\u201d Andrabi affirmed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He highlighted that beyond GSP+, Pakistan\u2019s EU cooperation extended to development, migration, counterterrorism, regional stability, climate resilience, connectivity and many other areas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/2017763\/pakistan-disappointed-with-eu-report-on-gsp-compliance-issues-says-it-understates-reforms#fo-completely-rejects-amnesty-report-on-kabul-strikes\"><\/a>FO \u2018completely rejects\u2019 Amnesty report on Kabul strikes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The FO spokesperson also \u201ccompletely\u201d rejected an Amnesty International&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.amnestyusa.org\/press-releases\/afghanistan-pakistan-deadly-pakistan-air-strikes-on-kabul-drug-rehab-center-should-be-investigated-as-possible-war-crime-new-investigation\/\">report<\/a>&nbsp;released on July 21 that claimed that Pakistan targeted a rehab facility in Kabul on March 16, which purportedly resulted in a large number of civilian casualties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responding to a question, Andrabi said, \u201cWe completely reject the allegations made by Amnesty International.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He termed it \u201cunfortunate that such serious allegations have been presented without any credible evidence\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FO spokesperson asserted: \u201cAny military strikes by Pakistan were undertaken in exercise of its right to self-defence under principles of necessity and as a measure of last resort and directed only and exclusively against terrorists and their logistical support bases in Afghanistan.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He maintained that Pakistan\u2019s \u201cresponse was proportionate to the level of threat while strictly adhering to the principle of distinction, precaution and proportionality\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe scale and scope of this action reflected restraint, particularly in light of the severity and frequency of terrorist attacks faced by Pakistan. Pakistan rejects any insinuation in this regard otherwise.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1983000\">government<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1983447\">military<\/a>&nbsp;had asserted that Pakistani forces had targeted an ammunition and drone storage site in the airstrikes conducted on the night of March 16.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Andrabi called on Amnesty and the international community to \u201cdirect rigorous scrutiny towards the Taliban regime\u2019s continued patronage of terrorist groups\u201d and to \u201caddress the root causes that this Amnesty International report has conspicuously failed to address\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He further urged the international community to hold the Afghan Taliban regime accountable for its&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1702870\">failure<\/a>&nbsp;to uphold its obligations under the relevant United Nations Security Council&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1982735#:~:text=The%20resolution%20expressed%20serious%20concern%20over%20terrorist%20groups%20in%20Afghanistan%20which%20%E2%80%9Ccontinue%20to%20constitute%20a%20threat%20to%20international%20peace%20and%20security%E2%80%9D\">resolutions<\/a>&nbsp;and its commitments under the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1537384#:~:text=It%20also%20said%20that%20it%20remained%20committed%20to%20preventing%20militant%20groups%20from%20using%20its%20soil%20to%20threaten%20the%20security%20of%20the%20US%2C%20its%20allies%20and%20other%20countries.\">Doha agreement<\/a>&nbsp;to \u201cprevent Afghan soil from being used as a launch pad for terrorism\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Andrabi declared that Pakistan reserved the right to \u201ctake all necessary measures in order to safeguard its sovereignty [and] territorial integrity, and safety and security of its people\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo responsible state can remain passive when its civilians and security forces are repeatedly targeted,\u201d he emphasised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FO official said the Taliban regime continued to \u201cmaintain a permissive environment for a range of terrorist organisations, including the Tehreek-i-Taliban Pakistan (TTP), the Baloch Liberation Army (BLA) and other affiliates\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added: \u201cThe freedom to undertake terrorist activities allowed to these listed organisations, their access to bases and sanctuaries on Afghan soil, as well as ability to recruit, finance and execute cross-border attacks, constitutes a serious threat to regional peace and security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Noting that such attacks had killed and injured \u201cthousands of innocent Pakistani citizens\u201d, Andrabi asserted they were \u201cplanned, financed, supported and carried out from Afghan soil all under the watch and patronage and active facilitation by the Taliban regime\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past few&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1764711\/army-expresses-serious-concerns-on-safe-havens-liberty-of-action-available-to-ttp-in-afghanistan\">years<\/a>, Islamabad has&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1764888\/afghanistan-neither-fulfilling-its-obligations-as-neighbour-nor-safeguarding-doha-deal-asif\">repeatedly<\/a>&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1953061\">urged<\/a>&nbsp;the Taliban administration in Kabul to dismantle terrorist sanctuaries on Afghan soil that are used for attacks in Pakistan. Officials say those appeals have gone unheeded.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/2017763\/pakistan-disappointed-with-eu-report-on-gsp-compliance-issues-says-it-understates-reforms#dar-to-attend-sco-meeting-in-kyrgyzstan\"><\/a>Dar to attend SCO meeting in Kyrgyzstan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Separately, Deputy Prime Minister and Foreign Minister Ishaq Dar will arrive in Kyrgyzstan today on a two-day visit to take part in the Shanghai Cooperation Organisation\u2019s (SCO) meeting of the Council of Foreign Ministers (CFM).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SCO is a 10-nation Eurasian security and political grouping whose members include Pakistan, China, India, Russia and Iran.
