{"id":128889,"date":"2026-07-06T17:54:17","date_gmt":"2026-07-06T12:54:17","guid":{"rendered":"https:\/\/nationaltimes.pk\/eng\/?p=128889"},"modified":"2026-07-06T17:54:24","modified_gmt":"2026-07-06T12:54:24","slug":"ppps-amjad-hussain-sworn-in-as-gb-chief-minister","status":"publish","type":"post","link":"https:\/\/nationaltimes.pk\/eng\/2026\/128889\/","title":{"rendered":"PPP\u2019s Amjad Hussain sworn in as GB chief minister"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">GILGIT(National Times)- PPP\u2019s Amjad Hussain on Monday was sworn in as the chief minister of Gilgit-Baltistan in a ceremony attended by his party chairman Bilawal Bhutto-Zardari.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advocate Hussain was&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2009973\">elected<\/a>&nbsp;for the role on June 22 following the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2005670\">June 7 elections<\/a>, in which the PPP emerged as the largest party, with 12 seats in the 24-member GB assembly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Addressing the ceremony in Gilgit after taking the oath, Hussain said the PPP emerged as the \u201clargest party\u201d in the elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that the region\u2019s youth and women \u201chad a huge role\u201d in the polls, in which his party candidates secured several seats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hussain particularly thanked the people of Nagar who \u201cgave the PPP 100 per cent results and two seats\u201d, adding that the \u201cheavy mandate\u201d given to his party was an expression of the public confidence in the PPP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He highlighted that the Gilgit and Baltistan divisions were traditionally considered areas with a mandate for the PPP, thanking the residents there for maintaining that support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis mandate is not a new thing,\u201d the newly sworn-in CM said, stressing that the relationship between his party and the people of GB had existed for three generations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He further pointed out, \u201cThe people of GB broke many records. Never had it happened that one party is in [power in] the Centre and another party given the trust in GB.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hussain prayed that God may help him fulfil the \u201cmost difficult responsibility\u201d given to him as the chief minister, as decided by the PPP leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He appreciated PML-N President Nawaz Sharif, Prime Minister Shehbaz Sharif, GB affairs minister Amir Muqam, and opposition leader Hafeezur Rehman for \u201cadhering to democratic principles and giving the PPP the chance to form the government\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also thanked Istehkam-i-Pakistan Party (IPP) chairman Aleem Khan for \u201chelping\u201d the PPP during the entire process that had resulted in the unopposed elections of the chief minister and the assembly speaker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PPP had&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2009532\/ppp-to-lead-gb-govt-under-power-sharing-deal-with-pml-n\"><u>announced<\/u><\/a>&nbsp;that it would form a government in GB with the support of the PML-N. However, they agreed that the PML-N would sit in the opposition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/2013368\/ppps-amjad-hussain-sworn-in-as-gb-chief-minister#gb-can-be-a-prime-example-of-good-governance\"><\/a>\u2018GB can be a prime example of good governance\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In his maiden speech as the GB CM, Hussain shed light on the key attributes of the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He highlighted GB\u2019s population and land area, noting that the region was somewhat smaller than Khyber Pakhtunkhwa but housed 1.7 million people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGB can be a prime example of good governance for the rest of the country,\u201d he remarked. \u201cWe consider transparency our prime subject. We consider it our foundation stone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chief minister also addressed issues in the region, noting that GB had a budgetary right to Rs258 billion whereas it had only received Rs142bn from the federation \u2014 a deficiency of over Rs100bn, without which he noted the region\u2019s issues could not be solved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also pointed out that GB had received a development budget of Rs23bn rather than the required Rs33bn, and only Rs15bn rather than the Rs29bn required in subsidies, calling this \u201cabuse\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want the federation to fulfil its responsibilities,\u201d he asserted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hussain noted that the region\u2019s potential \u201cdoes not match\u201d its 22 hours of&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2012288\">loadshedding<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis means that somewhere we are unqualified, and somewhere there is a lack of funds,\u201d he said, noting that Gilgit city alone had about 200MW potential and Diamer had about 1,000MW of potential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He highlighted ongoing power projects and stressed his government\u2019s commitment to focus on these projects on a \u201cday-to-day\u201d basis: \u201cNo kind of slowness or laziness will be tolerated on these projects.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chief minister also promised that loadshedding in GB would be nearly eliminated by the end of five years, but stressed that this would not happen without the payment of electricity bills and declared there would be no compromise on these.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week,&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/v\/\">protests erupted<\/a>&nbsp;in different parts of Gilgit and Chilas against extensive power loadshedding amid soaring temperatures. Protesters blocked the Karakoram Highway (KKH) in Jutial, chanting slogans against the government.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/2013368\/ppps-amjad-hussain-sworn-in-as-gb-chief-minister#gbs-potential-in-tourism-mining-sectors\"><\/a>GB\u2019s potential in tourism, mining sectors<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking on GB\u2019s&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1882897\">tourism potential<\/a>, Hussain noted that it was home to 7,000 glaciers, making it the region with the largest amount of glacial ice outside the polar region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is the third pole massive ice reserve that basically acts as a watershed for Pak. GB\u2019s all 7,000 glaciers feed into the Indus river system [\u2026] and fulfil the foundational needs of all provinces\u2019 agriculture.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also mentioned the region\u2019s contribution to the supply of drinking water and hydropower generation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advocate Hussain underscored GB\u2019s potential as an eco-tourism hub, describing the Karakoram and Hindu Kush-Himalaya ranges as \u201cworld-famous\u201d. He noted that the glaciers were also home to rare wildlife species.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople from around the world want to come to GB [\u2026] but to reach here, we could not even end the uncertain travel conditions in 78 years,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GB CM called for the ending of highway blockages and for on-arrival visas to harvest the region\u2019s tourism potential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also stressed the need to work on international flight operations, launch destination management programmes, as well as protect flora and fauna in national parks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1971302\">mining and minerals sector<\/a>, Hussain called GB the \u201crichest region in the world\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are precious metals, base metals, rare earth minerals, critical elements, gold and silver deposits, platinum and lots of gemstones,\u201d he said, but lamented that GB had not benefitted from this potential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He highlighted the farming potential of the region, including the production of fruit as well as livestock and fisheries. He stated that his government intended to launch a \u201cone village, one product\u201d programme to create reforms in all these areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the geographical significance of GB, the chief minister called the region a \u201ccrossroads\u201d between Central, South and East Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Noting that road links had already been developed with East Asia, he underscored the need to establish the same with South and Central Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The swearing-in ceremony at Chinar Bagh, initially set for July 1, had been&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2013260\">postponed<\/a>&nbsp;as Bilawal went to Iran to attend supreme leader Ayatollah Ali Khamenei\u2019s funeral.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/2013368\/ppps-amjad-hussain-sworn-in-as-gb-chief-minister#bilawal-vows-to-struggle-for-gb-on-national-level\"><\/a>Bilawal vows to \u2018struggle\u2019 for GB on national level<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bilawal also addressed the ceremony, vowing that he would \u201cfight the struggle\u201d on the national level for the people of GB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile a new generation is fighting this struggle here, god-willing, this new generation will take your struggle forward on the level of Pakistan,\u201d the Bhutto scion said, pointing towards himself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He called for the people of GB to be provided constitutional rights. \u201cI want to see that day when the representatives of GB would be present with me in the National Assembly,\u201d he said, prompting the audience to give applause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said those representatives could be termed as \u201cinterim\u201d or as \u201cambassadors\u201d temporarily till the matter was voted upon, but it was important to have them in the NA and the Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PPP chairman also called for representatives from GB and Azad Jammu and Kashmir (AJK) to be included in the National Finance Commission (NFC), stressing that it would be under a temporary arrangement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bilawal asserted that his party got the mandate on \u201cthree fundamental rules\u201d that were part of his manifesto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PPP had focused on the right of governance, right to property and right to employment in its&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2005196\">election campaign<\/a>, which Bilawal spearheaded with&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2004374\">fiery speeches<\/a>&nbsp;in various cities of GB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow, it is a responsibility on your shoulders and mine that we convince the state and government of Pakistan and bring all political parties on the same page and create consensus to secure the constitutional right of governance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He further said that it was the GB government\u2019s responsibility to fulfil the promised right to property and \u201cmake the people of GB the owners of their land\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acknowledging that there were financial challenges, the PPP chairman affirmed that it was his government\u2019s responsibility to create a conducive environment for greater employment opportunities for the people of GB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou gained independence from the Dogra rule, but then slavery under the FCR was imposed upon you,\u201d Bilawal said, referring to the Frontier Crimes Regulation (FCR) that was widely&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1407020\">condemned<\/a>&nbsp;as an oppressive law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He recalled that his grandfather Zulfikar Ali Bhutto revoked the FCR, and that under his mother, ex-PM Benazir Bhutto, they \u201cgot the political space\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Describing the people of GB as patriotic, Bilawal noted that President Asif Ali Zardari led the efforts for the region to be recognised as Gilgit-Baltistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his speech, Bilawal thanked PM Shehbaz for \u201caccepting\u201d the PPP\u2019s mandate in GB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want to create a new political environment in GB,\u201d he said, expressing his aim to change the view of politics being a \u201csynonym for fights and enmity\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bilawal pledged to work for the region\u2019s progress together with all political parties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am also thankful to the candidates of MWM (Majlis Wahdat-i-Muslimeen) and those supported by the PTI. They also had a role in the unopposed election of my chief minister,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bilawal, also a former foreign minister, also noted the geostrategic importance of GB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He hailed soldiers for manning the \u201ctoughest borders of the world\u201d along the Kashmir and GB regions, owing to the high altitudes and harsh weather conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bilawal said, \u201cWe want to send India a clear message [\u2026] all Pakistanis, the residents of GB and Azad Kashmir are united in the struggle for our rights.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He contended that \u201cunable to digest the defeat\u201d by Pakistan in May 2025, India\u2019s Prime Minister Narendra Modi has \u201cadopted the Israeli model\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ex-foreign minister noted that Israel had attempted to incite the public of Iran against its leadership and topple it, but its \u201cconspiracy failed\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He asserted: \u201cAnd today, I want to tell Modi while standing in GB: we know what your conspiracy is. We know what you want to do in Khyber Pakhtunkhwa and Balochistan through Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know that your dirty eye is looking towards my beloved Gilgit-Baltistan and&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2013177\">Azad Kashmir<\/a>. But we [\u2026] want to tell you that your conspiracy will fail.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PPP chairman announced that his party will have the same manifesto based on the rights to governance, property and employment for the upcoming&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2011985\">AJK elections<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want to tell the future generations that I admit that the way Pakistan has been running GB and Azad Kashmir since 1947, that attitude and status quo cannot continue in 2026,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bilawal urged the people of AJK to use their \u201cpolitical weapon of [the right to] vote\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Referring to the PTI\u2019s&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2012583\">decision to boycott<\/a>&nbsp;the AJK elections, Bilawal said he was \u201cdeeply upset that some political parties announced they will not take part in the elections\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>GILGIT(National Times)- PPP\u2019s Amjad Hussain on Monday was sworn in as the chief minister of Gilgit-Baltistan in a ceremony attended by his party chairman Bilawal Bhutto-Zardari.
