the Democratic Republic of Congo\u2019s (DRC) deadly Ebola outbreak was currently high at the national and regional levels but low worldwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHO experts said that while investigations into its origins were ongoing, given the scale of the situation in the eastern DRC, the outbreak&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/2001289\/flawed-tests-and-funerals-allowed-ebola-to-spread-undetected-in-congo\">probably began a couple of months ago<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the UN health agency\u2019s emergency committee said it did not currently meet the pandemic emergency threshold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWHO assesses the risk of the epidemic as high at the national and regional levels, and low at the global level,\u201d said the organisation\u2019s chief Tedros Adhanom Ghebreyesus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So far, 51 cases have been confirmed in the DRC, in the eastern provinces of Ituri and North Kivu, \u201calthough we know the scale of the epidemic in DRC is much larger,\u201d he told a press conference at the WHO\u2019s headquarters in Geneva.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said Uganda had also reported two confirmed cases in the capital Kampala, including one death, while a US national working in the DRC has been confirmed positive and transferred to Germany.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are several factors that warrant serious concern about the potential for further spread and further deaths,\u201d said Tedros.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBeyond the confirmed cases, there are almost 600 suspected cases and 139 suspected deaths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe expect those numbers to keep increasing, given the amount of time the virus was circulating before the outbreak was detected.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/2001788\/who-says-ebola-risk-high-regionally-low-worldwide#not-a-pandemic\"><\/a>Not a pandemic<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On Sunday, Tedros declared the situation to be a public health emergency of international concern \u2014 the second-highest level of alarm under the legally binding International Health Regulations (IHR) \u2014 triggering emergency responses in countries worldwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The WHO emergency committee convened to assess the outbreak met on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current situation and criteria for a public health emergency of international concern have been met, and we agree that the current situation does not satisfy the criteria for a pandemic emergency,\u201d the committee\u2019s chair, Lucille Blumberg, told reporters from South Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anais Legand, WHO technical officer on viral haemorrhagic fevers, said investigations were underway to pinpoint how long Ebola has been spreading in the eastern DRC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<a href=\"https:\/\/www.dawn.com\/news\/2001489\">Given the scale<\/a>, we are thinking that it has started probably a couple of months ago, but investigations are ongoing and our priority is really to cut the transmission chain by implementing contact tracing, isolating and caring for all suspect and confirmed cases,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">US Secretary of State Marco Rubio on Tuesday said the WHO was \u201ca little late\u201d in identifying a deadly outbreak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump, in one of his first acts on returning to office last year, set in motion a US withdrawal from the WHO, which he attacked bitterly over its response to the Covid-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about Rubio\u2019s criticism, Tedros said that \u201cmaybe what the secretary said\u2026 could be from lack of understanding of how IHR work, and the responsibilities of WHO and other entities\u201d,
