Governor Sindh, Kamran Khan Tessori, termed the proposed change in sub-clause of Section 15 unacceptable and, under Article 116 of the Constitution, sent the bill back to the Sindh Assembly for reconsideration. Tessori stated that the concerned clause should remain unamended.
