Islamabad (National Times) H.E. Habibur Rahman, one of the early members of Pakistan’s Foreign Service, is being remembered for his contributions to strengthening the country’s diplomatic relations in its formative years.
He served as Pakistan’s second Ambassador to Belgium from 1956 to 1958, following his tenure as High Commissioner to Australia and New Zealand from 1953 to 1955. During his time in Belgium, his efforts focused on developing legal and economic frameworks and enhancing cooperation between the two countries in the post-independence period.
Key developments during his tenure included progress on legal cooperation through an extradition framework, the promotion of cultural and educational exchanges, and efforts to expand economic ties. His work encouraged Belgian investment in Pakistan’s early industrial sector and supported the growth of trade links between Brussels and Karachi.
These initiatives contributed to moving bilateral relations beyond basic diplomatic engagement towards a broader and more structured partnership.
In addition to his diplomatic career, H.E. Habibur Rahman also served as Minister for Education, Information and Broadcasting, and Minority Affairs from October 29, 1958, to February 17, 1960.
His services are regarded as an important part of Pakistan’s early diplomatic history.
