Punjab enforces new motor vehicle ordinance with heavy fines and jail terms

LAHORE(National times)- Following approval from the Governor, the Punjab Motor Vehicle Ordinance 2025 has officially been enforced, introducing sweeping reforms in driving regulations, vehicle documentation, fines, and road safety standards across the province. The new legal framework significantly increases penalties for traffic signal violations, overloading, reckless driving, pollution offences and improper documentation. According to the ordinance, motorcyclists will be fined Rs2,000 for signal violations, while three-wheelers will face Rs3,000. The penalty rises to Rs5,000 for cars, Rs10,000 for vehicles up to 2,000cc and Rs15,000 for vehicles above 2,000cc. For overloading, three-wheelers will be fined Rs3,000, vehicles below 2,000cc Rs5,000 and those above 2,000cc Rs10,000, while trailers will be penalised with Rs15,000. Smoke-emitting vehicles will also face strict penalties: motorbikes Rs2,000, three-wheelers Rs3,000, large vehicles Rs8,000 and public transport Rs15,000. In one of the toughest provisions, driving without a valid fitness certificate may result in penalties of up to Rs100,000 and imprisonment. Speeding fines have been increased by up to 300 percent, while one-way violations could lead to six months in jail or fines up to Rs50,000. The ordinance also doubles the punishment for underage driving and makes parents legally responsible. Vehicles with fake or yellow number plates will face strict punishment, and repeat offenders will incur additional fines. Non-standard window tinting may lead to imprisonment of up to six months, and failing to carry registration documents will now trigger legal action. Electronic ticketing has been fully implemented, and wearing a seat belt will now be mandatory for both the driver and the passenger sitting in the front seat.
